Unity's Nature/terrain shaders never seem to expose texture slots of any kind. All other materials behave correctly. Its almost like its doing that shitty "i'll collapse the material parameters, like anyone would ever want that" bug that used to plague the UI. However i am unable to un-collapse the terrain shaders. I'm about to submit a bug report, but i want to see if im the only one as... i cant imagine Unity would remove terrain materials from Unity 5.
