Standalone Build extremely slow when run in Background

So the situation is as follows:
(unsing Unity 2019.3 but the problem exists for all 2019.X and maybe earlier as far as i can tell)

We are developing a network game so when I want to test the game locally I do the following:
I make a standalone build, run it. And then run another instance of the game from the editor.
