Best To Implement Multiple Maps in an FPS

I am currently using uLink for my networking and running an authoritative server. I currently have only been using one scene on the sever and client for testing. I want to starting adding more maps to test my game on. What is the best way to setup each new map? Having each new map in its own scene or is it better to have all the maps in a single scene and just disable/enable when needed?
