Gamepad sometimes not detected in build

The input system has been working great, except when I start the build version of my app on Windows with the gamepad already connected, the gamepad input is sometimes not detected at all. Other times it works fine, and keyboard/mouse always works.

The only solution I have found is to disconnect, then reconnect the gamepad (Xbox), which always works. Could there be a way to initialize/refresh the input on start, so that the gamepad is detected?
