APK Signing Failed! Unable to determine signature algorithm.

I am getting this error on 3.5.6 any idea what in the world is the problem? I tried some stuff from earlier this year, pre 3.5 problems, like changing my classpath and uninstalling all java and reinstlaling. Nothing seems to fix it.

happens right at the end of a build.
